People very often don't want to go along with your plans. We were supposed to be moving on at this point on that day, to see the waterfall Reekie Linn on the other side of the river, but he had his own ideas - he was enjoying chilling out.
There are many impersonal reasons, reasons that have nothing to do with you, why people might not want to go along with your plans, or in the case of the milongas, why they might not want to dance with you: they don’t like the music, they want a break, they are chatting, they are more interested in someone else, they are about to leave or to go to the bathroom, or to get a drink or they are just not in the mood. It’s perfectly legitimate to come to a milonga but not dance.
In the milonga and very often in life, in free societies, it does you no good to dwell on what people's reasons are for not going along with your ideas. Doing so can eat you up. Certainly for something as ephemeral as dance, that person owes you no explanation and you would be well advised to leave them alone. Most people instinctively know you don’t ask for, still less demand reasons.
